For a year now, Finland has had a law that allows ISPs to prevent users from accessing websites that contain pornography depicting minors. As the law was drafted, privacy concerns were downplayed by statements to the effect that this was to be a one-off law warranted by the extreme reprehensibility of child porn.
Sure enough, already the National Research and Development Centre for Welfare and Health (STAKES) report “Etärahapelien sääntelystä” (“On the regulation of remote gambling”) considers using the same tools in order to protect Finland’s national online gambling monopoly:
In this regard, a very important statute is the law on preventing the dissemination of child pornography, as this law can also provide a model for legislation against remote gambling.

all I can say is censorship is not the answer, the internet strated out non-censored, and pedos will still be able to find child porn using underground networks,
