Deputy Parliamentary Ombudsman Jukka Lindstedt has determined that the Finnish police or Border Guard did not act illegally or negligently in staging the Hanko “bear hunt” I wrote about in May 2007.
The police had a duty to locate the bear, even if they had to approach it by helicopter, chasing it from the offshore island towards the mainland, in other words into the situation that then became justification for shooting the bear.
